Your options
in Paris.
There are three main ways to hire a cleaner in Paris, each with very different implications for cost, legal responsibility and quality.
| Option | Legal status | Tax credit | You manage | Risk |
| SAP-approved agency | Agency employed | Yes — 50% | Nothing | Low |
| Particulier employeur (direct) | You are employer | Yes — 50% | Everything | High |
| Matching platform | Freelancers | Often no | You're liable | Very high |
Agency vs direct hire —
the real difference.
Many expats assume hiring directly is cheaper. In practice, once you factor in social charges, holiday pay, sick leave and legal liability, the actual cost difference is minimal — but the complexity difference is enormous.
⚖️
Legal employer responsibility
If you hire directly, you become the legal employer. Any workplace accident, labour tribunal (prud'hommes) case or URSSAF audit falls on you. An agency absorbs all of this.
🔄
Replacement & continuity
When a direct employee is sick or on holiday, you handle the replacement. With an agency, they handle it — you always have a cleaner.
📋
Administration
Direct hire means monthly URSSAF declarations, payslips, holiday pay calculations. An agency handles all of this. You pay one invoice.
🎓
Training & standards
Agencies train their staff to consistent standards. A privately hired cleaner has no external quality control — you're on your own.
Prices in Paris —
what to expect in 2025.
Cleaning service prices in Paris vary significantly depending on the type of provider. Here is what the market looks like in 2025:
| Provider type | Hourly rate (gross) | After 50% tax credit | Includes |
| SAP agency (premium) | 22–28 €/h | 11–14 €/h | Insurance, training, replacement |
| SAP agency (standard) | 18–22 €/h | 9–11 €/h | Basic coverage |
| Direct hire (CESU) | 12–15 €/h + ~30% charges | 8–10 €/h | Nothing extra |
| Matching platform | 15–20 €/h | No tax credit | Platform commission only |
| Cash (undeclared) | 10–14 €/h | Illegal — no credit | No protection |
💡 The real cost insight
A premium SAP agency at 24€/h costs you 12€/h after tax credit — less than a matching platform at 18€/h with no credit. The "cheaper" option is often the more expensive one.
The 50% tax credit —
how it works for expats.
France offers a 50% tax credit (crédit d'impôt) on all domestic services purchased through a SAP-approved agency. This is one of the most generous domestic service subsidies in Europe.
✓
You must file a French tax return — even if you owe zero tax, you can receive a 50% refund
✓
The agency must be SAP-approved (agrément Services à la Personne) by the DREETS
✓
No action required — your agency sends an annual fiscal certificate (attestation fiscale) in January
✓
Annual cap: 12,000€ per household — higher with children or disability
✓
Immediate option available (AICI) — you can receive the credit in real time, not wait until your tax return
Questions to ask
before signing.
Are your cleaners employees or freelancers?
Critical question. Employees (CDI) means the agency bears all legal and insurance responsibility. Freelancers means you share or bear that responsibility. Always insist on CDI employees.
What is your SAP approval number?
Any legitimate SAP agency will immediately provide their DREETS approval number. No approval = no tax credit. Ell'a Services has been approved since 2012.
Will I always have the same cleaner?
This is non-negotiable for quality. A cleaner who knows your home delivers consistently better results. If an agency cannot guarantee this, walk away.
What products do you use?
Particularly important if you have children, pets or allergies. Ask for the specific product list. Be wary of vague answers like "eco-friendly" without certification.
What is your cancellation policy?
No legitimate premium agency locks you in with punitive cancellation fees. Ell'a Services requires no minimum commitment.
Red flags —
walk away if you see these.
✗
Cannot provide SAP approval number — means no tax credit and questionable legal status
✗
Prices significantly below 18€/h — usually means underpaid freelancers, no insurance, or undeclared work
✗
No RC Pro insurance certificate available — you bear all liability for damages in your home
✗
Promises a "different great cleaner every time" — high turnover is a quality and security red flag
✗
Cash payment preferred — undeclared work, no tax credit, no legal protection
✗
No physical address or registered company — fly-by-night operators with no accountability
